| dc.description.abstract | الملخص: العلاقات الخارجية بين الدول في بداياتها لم تكن تتصف بالمتانة والتداخل والتكامل كأيامنا الحالية، حيث أن في بادئ الأمر لم يكن هناك ما يعرف بالمنظمات الدولية أو قانون دولي وتشريعات ومواثيق دولية كما هو الحال في أيامنا هذه. مع ذلك فإن كل تلك الأحداث لا تعني بالضرورة الاعتراف بالتزام الدول بهذا المبدأ بشكل مطلق، لأن حوادث التاريخ وما سرد فيه تشير إلى وجود حالات كثيرة يظهر فيها عدم التزام الدول بهذا المبدأ من قبل الدول وعلى اختلاف الأزمان والعصور. والأمم القديمة متمثلة بدولها حاولت فرض نفسها وثقافتها وحضارتها وأحياناً حاولت فرض لغتها على بعضها البعض كلما سمحت الفرصة لها بذلك، وكان لها القوة والقدرة على القيام بذلك وهذا بدوره خروج على مبدأ عدم التدخل. يتناول البحث مسألة سيادة الدولة، ذلك الاختصاص الأصيل، ويبحث في الأسس التي يقوم عليها في حفظ كرامة الدول وسيادتها دون وجود تعدٍ من دول أخرى. Abstract: The external relations between countries in their beginnings were not characterized by the durability and overlap and integration as in our present days. At first, there was no such thing as international organizations, international law, international legislation and charters, as is the case today. However, all these events do not necessarily mean that the obligation of States to this principle is absolutely recognized because the incidents of history and its narratives indicate that there are many instances in which States have shown no commitment to this principle by States and over time and age. This paper deals with the definition of international intervention and the assessment of its legitimacy. It has been and still is a subject of dispute between the two countries, particularly in the third world. This dispute and doubt was largely influenced by international events and developments, especially in the period following the Cold War. | en_US |
