التوجه الجيوبولتيكي النقدي في العلاقات الدولية : دراسة في المفاهيم و المتغيرات الجديدة

Depuis la fin de la guerre froide, le domaine des relations internationales a connu de grands bouleversements dus à l’absence d’un groupe de fondations qui contrôlait autrefois l’analyse des affaires internationales, et il n’a plus la capacité explicative et analytique de comprendre et cadrer la réalité de la scène internationale actuelle, caractérisée par une extrême ambiguïté et complexité. Par conséquent, tout effort de recherche visant à l’encadrer et à contrôler son contenu est très difficile et se heurte à plusieurs obstacles allant de l’obstacle cognitif à l’obstacle politique. Cette étude cherche à examiner le rôle théorique de la géopolitique critique dans le domaine des relations internationales, en remettant en question les manières d'écrire l'espace mondial, en repensant la politique des métaphores spatiales et la manière de construire des lieux, des frontières et de définir des identités dans les pratiques de politique étrangère. dans le cadre du rapport savoir/pouvoir. incarnée dans les pratiques rhétoriques nationales et étrangères. Il vise également à réaliser la carte conceptuelle des pratiques géopolitiques dans le système des oppositions binaires : savoir/pouvoir, ego/autre, sécurité/menace, vérité/imagination…etc. ; Considérant que les pays ne sont pas un lieu sur la carte, mais plutôt une entité logique et organisée basée sur des imaginations et des perceptions géopolitiques. Le champ de la géopolitique critique a été rapidement redéfini en s’engageant dans le « tournant matériel/non-représentatif » et les nouvelles variables qu’il pose en tant que corps, objets et contextes qui composent le paysage géopolitique. D’une autre manière, l’avenir de la géopolitique critique consiste à affronter les manifestations matérielles des crises ontologiques auxquelles le monde est confronté.

Representation of the solutions of Diophantine equations containing arithmetic functions

The main aim of this thesis is to find solutions and properties to some Diophantine equations containing arithmetic functions. To this end, several equations of this form have been studied, among those containing finite solutions, all have been found, and among those containing infinite solutions, a part has been represented and proved infinite. الهدف الرئيسي من هذه الاطروحة هو إيجاد حلول وخصائص بعض المعادلات الديوفونتية التي تحوي دوال حسابية . لذلك تم دراسة عدة معادلات من هذا الشكل م نها التي هي ذات حلول منتهية تم إيجادها كلها ومنها الغير منتهية تم تمثيل جزء منها وإثبات أنها غير منتهية.

The thesis addresses the topic of “Elaboration and study of the properties of bentonite/acrylic polymer based material composites” based on tripropylene glycol diacrylate (TPGDA) and bentonite. In this research, we conducted three studies. The interest was initially in studying the kinetics and mechanisms of phase transformations of local raw bentonite from Maghnia (Algeria), after the calcination process at different temperatures, and as a result, the physicochemical properties were studied using (XRD) and (FTIR) devices. (SEM) of the calcined samples, then the material was examined by differential thermal analysis (DTA) at different heating rates (10- 50°C/min). Through the examination, we experimentally calculated the activation energy for the dehydroxylation reaction stage. With the help of the theoretical aspect, when it was treated in two different ways, the first by holding the temperature constant, and the second by changing it at different heating speeds, and after the calcination process at 200 and 700 °C for the bentonite, the X-ray diffraction data showed a decrease in the value of the separation distance (d001), which expresses the montmorillonite phase, from 12.72. Å at room temperature to about 11.98 Å and 9.93 Å and then disappearing after calcination at 800°C. The values of the average activation energies determined by the Kissinger method are 221.046 kJ/mol and the Ligero method are 233.076 kJ/mol. As for the second study, the cross-linked nanocomposite was prepared from tripropylene glycol diacrylate (TPGDA) and montmorillonite (pure local bentonite), where cation exchange of montmorillonite was performed using potassium chloride (KCl), sodium chloride (NaCl), and lithium chloride (LiCl). As a source of K+, Na+, and Li+ cations, respectively, the physicochemical properties of the prepared samples were then studied using (XRD), (FTIR), (SEM), and (TGA) devices, which demonstrated the success of intercalation of TPGDA monomers and their crosslinking within the montmorillonite layers to obtain On the Cross-linked(TPGDA)/MMtMag-M+ nanocomposite, based on the DTG curve, we calculated the activation energy and kinetic parameters in the TPGDA decomposition stage for each sample using the Coats–Redfern model. As for the third study, we studied the electrical insulation properties of the nanocomposite Cross-linked (TPGDA)/MMtWy-Cs+ over a frequency range from 12 to 200 MHz and in a temperature range from 293 to 373 K, where we relied on Wyming montmorillonite as a reinforcement material for this compound. The results showed that adding TPGDA to MMtWy-Cs+ resulted in improved AC conductivity, dielectric constant, and angular loss (tanδ) compared to pure MMtWy.

الشراكة المحلية كآلية لتحقيق التنمية المحلية الراشدة على ضوء قانون البلدية 11_10

The concept of local partnership in achieving local development emphasizes cooperation between different local entities to plan and implement development programs. This partnership aims to provide better services to citizens through sharing responsibilities and utilizing resources. It is rooted in the idea that active local entities are in a better position to understand and address challenges in their communities. Within the context of local law, these partnerships are often given an institutional character to ensure that local governance is participatory, comprehensive, and responsive to the community's needs. The law may define the framework of these partnerships to clarify and detail the roles and responsibilities of each party, providing guiding principles for cooperation and coordination. The ultimate goal of local partnerships under local law is to enhance sustainable local development that benefits everyone, ensuring that development initiatives are based on local realities and receive support and participation from all local actors and stakeholders. This approach is also seen as a means to strengthen governance. Therefore, the Algerian government has embraced the concept of local partnership as a mechanism for achieving local development and establishing the foundations of good governance. This has led the Algerian legislator to issue Law No. 11/10 concerning municipalities. Furthermore, this study aims to highlight the role of local partners (private sector, civil society, local media) as a mechanism for achieving local development in light of Municipal Law 11/10.

The aim of the present study is to identify the role of training in human resources development. In chapter I, we examined the theoretical framework by identifying the concept of training, its importance, its types and methods, and finally the obstacles to training. In the second study, we discussed: What is human resources development through its definition, objectives, dimensions and finally modern entry points in human resources development and challenges In the third study, we also discussed the relationship of training to human resources development through its relationship with both recruitment and selection of the staff member and then with human resources planning as well as its relationship to performance survival, improvement and, finally, compensation and payment, The second chapter was a case study where the study was applied to the municipality of M’sila by analysing financial data and available information on training and its role in the development of the municipality's human resource, Let's conclude that the institution in question adopts the training process and that there is motivation for the worker in the institution in question. in addition to the cognitive and professional capabilities of the worker in question.
