Abstract

This study attempts to find out the nature of the system of the Supreme Council for Youth as a means for youth participation in decision-making. As is known, the actual establishment of this body was announced in accordance with Presidential Decree 21/416, and this is the culmination of the path of political reforms that the state has embarked on since the announcement of the constitutional amendment on the 1st From November 2020 It can be said that the Supreme Council for Youth is an advisory body to the President of the Republic. It enjoys legal personality and financial independence. The Council provides opinions, recommendations and suggestions on issues related to the needs of youth and their prosperity in the economic, social, cultural and sports fields, and this is done through a mechanism. Notification by the executive authority, and contributes to promoting national values, national conscience, civic sense, and social solidarity among young people. It also participates in designing the national plan for youth, as well as policies, strategies, programs, and public agencies related to youth, and encouraging them to participate in Public and political life, with their involvement in development in all its dimensions. The Supreme Council for Youth takes on the role assigned to this body in other extensions, as it also includes participation in preventing and combating all forms of discrimination, hate speech, regionalism, extremism and social evils 68 among young people, while contributing to developing and improving the quality of education and training. For the benefit of the same group, and through this council, young people are involved in the cultural radiance of the country in glorifying its history and providing opinions on draft legislative and regulatory texts related to youth. The Supreme Youth Council exercises a set of tasks, perhaps the most important of which is presenting opinions, recommendations and suggestions on all matters related to youth, in accordance with legal procedures through a group of administrative structures represented by the President, the General Assembly, specialized committees and the office, managed by a group of Algerian competencies. Although the method of its membership differs, it works to achieve one goal, which is to implement the government’s general policy related to issues related to youth.
