dc.description.abstractThe study addresses the issue of the role of civil society as a local actor within local authorities, and identifies the mutual influences between them. Particularly, it focuses on the interactions that result from the dynamics of demands and resources (inputs and outputs), which clearly highlight various disparities. This leads us to diagnose and analyze the management strategy in the local authorities system as an administrative and political institution within the structure of local public authorities, and the role of civil society in shaping and implementing local public policies, especially in the economic field, which is responsible for wealth generation. This reveals the limits of autonomy granted by law in this area. As a local development administration, it seeks the most effective model to achieve its goals in serving the citizens. To overcome the structural and functional crisis facing the local authorities system, we have attempted to propose a comprehensive reform vision from the perspective of local governance for all institutional systems of the state. Consequently, a successful reform of local authorities cannot be discussed without a general and genuine political will for reform and change across all state structures and functions, stemming from a societal vision for the national community.
