Abstract
التلوث، الاستغلال غیر العقلاني للموارد، البناء والتعمیر العشوائي، اقتطاع وا )، و كذا ٕ الممارسة علیها ( فساد المورد الغابي
العوامل الطبیعیة (التصحر، الجفاف، التغیرات المناخیة)، ونظرا لأهمیتها على جمیع المستویات الاجتماعیة، الاقتصادیة،
الثقافیة و غیرها، عملت الجزائر منذ البدایة على الانضمام والمصادقة على العدید من المعاهدات والبروتوكولات الدولیة في
هذا المجال، وللتعبیر عن مدى التزامها و وفائها بمحتوى و بنود الاتفاقیات، قامت من خلال مختلف القطاعات المهتمة
بهذا الموضوع بإعداد استراتیجیات وسیاسات عمومیة للحفاظ على الموارد البیولوجیة، وتصب هذه الدراسة على السیاسات
العمومیة القطاعیة لكل من قطاع وقطاع الفلاحة من خلال دراسة مختلف السیاسات المعدة من طرف القطاعین منذ
انضمام الجزائر للمعاهدة الدولیة للتنوع البیولوجي ،1995 ومدى تأثیرها على التنوع البیولوجي و الموارد البیولوجیة، من
الجانبین القانوني والتنظیمي، وكذا تسلیط الضوء على مختلف الوسائل والهیاكل والأسالیب المعتمدة من أجل الحفاظ علیها
وتثمینها، مع دراسة میدانیة للمركز السینیتیقي لزرالدة و دوره في الحفاظ على التنوع البیولوجي.

ABSTRACT : Algeria has enormous and diverse biological resources, but it is threatened
with extinction due to negative human activities (pollution, irrational exploitation of
resources, random construction and reconstruction, cutting off and spoiling the forest
resource), as well as natural factors (desertification, drought, climate change). Due to its
importance at all social, economic, cultural and other levels, Algeria worked from the
beginning to join and ratify many international treaties and protocols in this field, and to
express the extent of its commitment and loyalty to the content and provisions of the
agreements, it established through various sectors interested in this subject Preparing
strategies and public policies to preserve biological resources. This study focuses on sectoral
public policies for both the environment sector and the agricultural sector by studying the
various policies prepared by the two sectors since Algeria joined the International Convention
on Biological Diversity in 1995, and the extent of their impact on biological diversity and
biological resources, from the legal and regulatory aspects, as well as highlighting the various
means, structures and methods adopted in order to preserve and value them, with a field study
of the Synegetic Center of Zeralda and its role in preserving biodiversity.
