Abstract
The development of university education, training of human competencies and the development of capacities and skills in various vital areas represent, the real source of human and economic wealth, and this care and quality of university education is only through the availability of comprehensive quality requirements in all areas and levels of higher education, and has been one of its most important priorities to date. Scientific and technological progress is linked to the quality of education and what it offers to actors in this social system, because it’s the key to social mobility, economic development, modernization of society and the catch-up of developed countries, as a criterion for the superiority of states and the possession of economy and capital, physical and human. Therefore, it became necessary to develop indicators of academic performance that would link university education to the social, economic and cultural environment, without losing sight of the most important conditions that qualify this competence to be a scientific researcher with the ability to produce and develop knowledge. To identify modern methods in higher education to ensure quality and its various standards and requirements, and to provide a conceptual approach to the possibility of adopting comprehensive quality in the university to overcome the difficulties suffered by the university professor to possess the competency and skill and train to be more productive of knowledge and more effective.
