Dans ce cadre, proviennent de ce document de recherche en lumière certaines données fondamentales sur l'administration électronique et d'indiquer les domaines d'application de l'administration électronique dans les bibliothèques universitaires.Item Open Access العلاقة بين استخدامات نظم المعلومات الغدارية و مستوى اداء العاملين- دراسة ميدانية بكلية العلوم الاقتصادية بجامعة المسيلة-(Université de M'sila, 2017) بن البار, موسى; قديري, عائشةThe aim of this research is to study the relationship between Management Information Systems( MIS) through their components (Hardware, Software, Databases, Operations, Staff) and the performance level of employees based on performance evaluation criterias (quality ,quantity, time and procedures) Where the information was collected by a sample of the administrators working in the college through the survey. To link between theory and practice, we make empirical study were based on an exploratory study to that included documents contain, and interviews with experts due to the complex nature of the study. The corresponding guide divided into four basic themes in line with the problematic research, related to these themes Intranet uses, impact on human resources development and the organizational structure, the distance formation through this sustainability of the network and its impact on human resource development. the paper conclude, found results supported theoretical approaches and experience by comparing the perspective and expert opinions.Item Open Access مستوى تطبيق الحوكمة في المؤسسات الجزائرية-دراسة ميدانية على عينة من المؤسسات الجزائرية-(Université de M'sila, 2017) يوب, امالThis study is designed to identify the level of the application of the principles of corporate governance in the Algerian institutions, for the purpose of knowing the degree of compatibility of the application of the principles of corporate governance in these institutions and principles of the Organization for Economic Cooperation and Development, and then submit the necessary proposals, to achieve the objectives of the study and test the hypotheses was the preparation of a questionnaire and analysis through the statistical program SPSS. It has been distributing 110 a form, either the number of forms that met the conditions of the analysis was 90 a form, where the distribution of the questionnaire to the administrative process in the tires of Algerian enterprises. And reached the conclusion that there is a relative application of the principles of governance of the Organization for Economic Cooperation and Development. Perhaps the most important proposals reached is to activate the interest in the application of the principles of corporate governance for the purpose of attracting foreign investment, and to study in line with the Algerian business environment, the nature and conditions of work before the principles of corporate governance institutionsItem Open Access معوقات تأهيل المؤسسات الصغيرة و المتوسطة في الجزائر "دراسة تحليلية تقييمية-(Université de M'sila, 2017) قاسمي, كمالL'objectif de ce travail est d'essayer d'évaluer les programmes de mises à niveau adoptées en Algérie au domaine des petites et moyennes entreprises. Le Chercheur a adopté l'approche descriptive et analytique, et l'approche historique comparative pour mettre en évidence les obstacles les plus importants qui sont considérés comme ayant contribué de manière significative à l'absence de développement du secteur dans la forme requise, malgré les efforts déployés par l'État. This paper also refers to the experience of the United Arab Emirates, which is one of the most successful experiences in the globalization of tourism.Item Open Access تقييم تطبيق الحوكمة الشرعية في الصناعة المالية الإسلامية -قراءة في تجاربمجموعة من الدول الإسلامية-(Université de M'sila, 2017) بارة, سهيلة; جابر, مهديتهدف االدراسة لمحاولة تقييم تطبيقات الحوكمة الشرعية في الصناعة المالية الاسلامية ، و ذلك من خلال قراءة تجارب مجموعة من الدول الاسلامية المختارة. والتي تتفاوت فيها التشريعات المتعلقة بالمال و التطبيقات المختلفة للحوكمة.و تم الاعتماد على ادبيات الدراسة ذات الصلة بالموضوع االتي شكلت الاطار النظري لهذا العمل. زكانت اهم النتائجالمتوصل اليها في ان تطبيق مبادىء حوكمة الشرعية في المؤسسات المالية الاسلامية ضرورة حتمية ياتي من خلال تفصيل العقود و تحديد شروطهاو أحكامها بدقة من الناحيتين الدينية و التنظيمية بما يبتعد عن أي تدليس او جهالة أو غرر ، وعلى إثر ذلك تم تقديم جملة من التوصيات أبرزها توسيع الدور الإشرافي للجهات الرقابية على المؤسسات المالية الاسلامية ليشمل الاشراف على مدى التزام تلك المؤسسانت بالمعايير و الضوابط الشرعية، و ذلك من خلال تاسيس وحدات تفتيش بها تطلع بمهام الرقابة الشرعية بجانب الرقابة المالية و الادارية.Item Open Access قياس اثر الاستثمار الاجنبي المباشر على معدل البطالة في الجزائر خلال الفترة (1990-2014)-دراسة تحليلية قياسية(Université de M'sila Univ-msila.dz, 2017) بنالبار, امحمد; بلخباط, جمال; بوعبيد, ميلودCette étude vise à estimer L'impact de Investissement étranger direct sur le Taux de chômage en Algérie pendant la période 1990- 2014 et en appliquant des tests utilisés dans l’économétrie actuelle. Ceci est construit pour tester les propriétés des séries chronologiques en terme de la propriété statique et en se basant sur des tests qui correspondent à ces propriétés, ainsi que le style de cointégration de Johansen, où après la confirmation d'une co-intégration, nous avons testé le modèle FMOLS. à l’aide du programme d’analyse économétrique (EVIEWS-9), l a été trouvé en estimant le modèle et les résultats obtenus de l'estimation du modèle et des résultats obtenus qu'il y a un impact négatif de l'investissement direct étranger sur le taux de chômage.
