Item Open Access دور المجتمع المدني في التنمية المحلية في الجزائر(جامعة المسيلة, 2024) بحاش عبد الحكيم -حريزي سميرabstract: In this study, we addressed the conceptual aspect of civil society, where we found multiple theoretical interpretations, with differing opinions from thinkers based on their ideologies. Among the most prominent of these are social contract theories, leading up to Hegel and Marx, in addition to contemporary ideas from Antonio Gramsci and thinkers in the Arab and Islamic world. Moreover, the concept of local development emerged, which refers to efforts aimed at improving citizens' livelihoods, achieving societal welfare, and fulfilling outlined objectives in various sectors The study highlighted the role of civil society in achieving local development. Civil society actors are considered the third pillar of the overall political system, alongside the private and public sectors. While civil society focuses on developmental aspects, it is characterized by its natural emergence based on the concepts of initiative, volunteerism, and institutional legal frameworks. It enjoys legal personality and aims to participate in decision- making, offer suggestions at the local level, and address government developmental shortcomings in certain areas and for specific groups in society. However, this study also allowed us to identify a range of challenges that civil society faces, which limit its effectiveness in performing its functions, along with the necessary solutions to address these challenges.
