| dc.description.abstract | ملخص المقال تعالج هذه الورقة البحثية الوكالة الوطنية لتنمية السياحة كآلية لتوفير العقار السياحي الموجه للاستثمار، وذلك باعتبار أن السياحة تعتبر واحدة من أكبر الصناعات نموا على المستوى العالمي سواء بالنسبة للدول المتقدمة أو النامية، حيث لم تعد السياحة مجرد نزهة، بل أصبحت صناعة تصديرية تضع على أساسها بعض الدول استراتيجياتها التنموية للنهوض باقتصادياتها الوطنية، وكبديل للاستثمار خارج المحروقات بالنسبة للدول النفطية. والجزائر كغيرها من دول العالم تريد أن تدخل سوق السياحة، وذلك من خلال فتح المجال للاستثمار سواء كان المستثمر وطني أو أجنبي في القطاع السياحي، ولذلك تم إنشاء عدة مؤسسات مُهمتها توفير العقار السياحي، كالوكالة الوطنية لتطوير السياحة والوكالة الوطنية لتنمية السياحة. من هنا، فإن دراستنا تنصب حول دور الوكالة الوطنية لتنمية السياحة في توفير واستثمار العقار السياحي المنشأة بموجب المرسوم التنفيذي رقم 98 - 70 المؤرخ في 21 فيفري 1998 الذي يحدد قانونها الأساسي، حيث تعتبر هذه الوكالة الأداة الرئيسية المتخصصة والمسؤولة عن التسيير والتنمية، كما تهدف إلى الحفاظ والاستغلال العقلاني للعقار السياحي. Abstract: This paper deals with the National Agency for TourismDevelopment and itsrole in providinginvestment-orientedtourismproperty. Tourismisconsidered one of the largestdeveloped industries in the world for bothdeveloped and developing countries. Tourismis no longer just a picnic. Some countries have theirowndevelopmentstrategies to promotetheir national economies and as an alternative to non-hydrocarboninvestments for oil countries. Algeria, likeother countries in the world, wants to enter the tourismmarket by opening up the field of investmentwhether the investoris national or foreign in the tourismsector. Therefore, several institutions have been established to providetourismproperty, such as the National Agency for TourismDevelopment and the National Agency for TourismDevelopment. Hence, ourstudyfocuses on the role of the National Agency for TourismDevelopment in the provision and investment of touristpropertyestablished by ExecutiveDecree No. 98-70 of 21 February 1998, which sets out its basic law, whichis the main specializedtoolresponsible for governance and development, Preservation and rational exploitation of touristproperty. ésumé: Cette étude traite le rôle de l'Agence nationale pour le développement du tourisme dans la fourniture de l'immobilier touristique axés sur l'investissement. Le tourisme est considéré comme l'une des plus grandes industries en croissance dans le monde pour les pays développés et en développement. Certains pays ont leurs propres stratégies de développement pour promouvoir leurs économies nationales et comme alternative aux investissements hors hydrocarbures pour les pays pétroliers. L’Algérie, comme les autres pays du monde qui veulent entrer sur le marché du tourisme, en ouvrant la porte pour l'investissement, si l'investisseur est un étranger national ou dans le secteur du tourisme, et il a été mis en place plusieurs institutions de travail de l'immobilier touristique, l'agence nationale prévoyant le développement du tourisme et l'Agence nationale pour le développement du tourisme. Ainsi, notre étude se concentre sur le rôle de l'Agence Nationale de Développement du Tourisme dans la fourniture et l'investissement des biens touristiques institué par le Décret exécutif n 98 70 - du 21 février 1998, qui définit sa loi fondamentale, principal outil spécialisé en matière de gouvernance et de développement, Préservation et exploitation rationnelle des biens touristiques. | en_US |
