In this study, the concept of local innovation was reviewed, the role of local innovation in achieving it was explained, and the challenges facing local development were identified. The study also focused on the efforts and interests of local learning . .The study concluded that technological development is a way of life and personalities, and they demand that it be formally and locally organized and directed and assigned to the administrative office, where it is managed by it to deal with society as a system of quantities and includes a set of patterns such as the comprehensive economic and environmental system. The study recommended the necessity of reconsidering the Local Communities Law - especially since a committee has been formed to review the municipal and state law - that defines a clear role for local units in achieving local development and is consistent with their material and human capabilities, with the necessity of involving citizens and civil society in formulating general policies for local communities within a certain framework.
