In the midst of developments in the global economy, especially in recent years, developments, oil has emerged on the international scene as a supplier sponsor confronting the latter has as many specificities make it capable of achieving sustainable development of any country in the world. How much domestic oil represents the main engine and the first pillar of the Algerian market, so that the annual revenues and represent the cornerstone of its revenues and the status of each public distinct Algerian citizens of the State of Algeria in particular global markets. However, this oil sector is facing in the recent series of changes that Zhzan its position in foreign markets, and make reverberate annual in constant fluctuation, which prompted Algeria to search for sources of new, modern and resources to be an alternative in the event of a decline in oil prices and avoid it getting into economic and Financial Crises difficult circle may not be easily overcome.
