Résumé:
The development of tourism cannot be achieved without the involvement of local actors, it is a complementary relationship. Local actors represented by all local authorities have to adapt to the tourist offer and develop strategies to cope with tourist flows, especially in high season. Thus, the purpose of our contribution is to study the role of local actors in the development of local tourism and their contribution to the improvement of the image of the tourist destination, and to be more precise, we will try to answer the following question: what is the role of local actors in the promotion of local tourism and what are the means used to develop tourism in Béjaia sustainably?
Our approach is analytical with a positive scientific approach adopting a microeconomic approach which will be directed to the attitude and the opinion of the local actors in the city of Béjaia. The adopted methodology rests essentially on the technique of investigation by the recourse by means of an empirical work which will be realized through an investigation of ground which will target actors of the territorial authorities of the city of Bejaia. This investigation with the actors connected to the tourist activities will be approached under the economic angle concerning the role of the local actors in the face of the promotion of the tourism. This approach allows to give a perspective on their implication in the improvement of the tourist destination, the structuring of the projects of local development.
In order to highlight this relationship, we will also exploit the various data from the tourism department. With regard to documentary exploitation, it is based on the consultation of books, articles and reports on the subject matter, and we have drawn in part from the work of the World Tourism Organization (WTO).
The survey shows that the development of tourism in the city of Bejaia can be seen as a necessity for a prosperous future. It is expected to become an economic and tourist hub in the coming years. The challenge now lies in defining new opportunities for the city to develop a diverse and quality tourism, showcasing cultural, maritime, natural and archaeological heritage.
The results indicate that the actors show their willingness for mutual cooperation, and demonstrate a good understanding in order to develop a true capacity to adapt to different changes and are listening to everyone in order to achieve a process of cooperation. This vision is faced with multiple barriers related to institutional restrictions, competing interests and conflicting situations, but especially the lack of a demonstrated will. Actors must integrate common objectives into their strategies through the involvement of all territorial actors through consultation, consultation and dialogue for joint development projects.
