Agent-Based Simulation of Crowd Evacuation Through Complex Spaces

In this paper, we have developed a description of an agent-based model for simulating the evacuation of crowds from complex physical spaces for escaping dangerous situations. The model describes a physical space containing a set of differently shaped fences, and obstacles, and an exit door. The pedestrians comprising the crowd and moving in this space in order to be evacuated are described as intelligent agents with supervised machine learning using perception-based data to perceive a particular environment differently. The description of this model is developed with the Python language where its execution represents its simulation. Before the simulation, the model can be validated using an animation written with the same language to fix possible problems in the model description. A model performance evaluation is presented using an analysis of simulation results, showing that these results are very encouraging
Fouille de données des comportements réalistes des foules de piétons

Dans cette thèse, nous avons développé une description d'un modèle basé sur des agents pour simuler l'évacuation de foules d'espaces physiques complexes pour échapper à des situations dangereuses. Ce modèle décrit un espace physique contenant un ensemble de clôtures et d'obstacles de formes différentes, ainsi qu'une porte de sortie. Les piétons composant la foule et se déplaçant dans cet espace afin d'être évacués sont décrits comme des agents intelligents dotés d'un apprentissage automatique supervisé utilisant des connaissances extraites à l’aide de fouille de données sur des données synthétiques et qui sont basées sur la perception pour percevoir différemment un environnement particulier. La description de ce modèle est développée avec le langage Python où son exécution représente sa simulation. Avant la simulation, le modèle peut être validé à l'aide d'une animation écrite avec le langage Python et ce pour résoudre d'éventuels problèmes de description du modèle. Une évaluation des performances du modèle est présentée à l'aide d'une analyse des résultats de simulation et cette évaluation montre que ces résultats sont très encourageants
The strategy of modern technological management and its role in achieving organizational change during the management of sports leagues and competitions

Our study aimed to know the role of the modern technological management strategy in achieving
organizational change in sports associations during their management of sports tournaments and
competitions, by recognizing the role of modern operational electronic programs in bringing about this
change from the traditional style of management based on documents to a modern, fully digitized style. In
addition to identifying the role of operational planning for digital transformation in bringing about this change, we relied in our study on the analytical descriptive approach, and we applied our statistical study on
a sample of 40 individuals, We concluded that the strategy of modern technological management brings
about a radical change in the method of administrative work within sports associations during their
management of sports tournaments and competitions, especially with regard to the division of tasks and
functional roles at the level of organizational structures
استخدام التكنولوجيات الحديثة في إدارة البطولات والمنافسات الرياضية دراسة ميدانية على مستوى الرابطات الرياضية لولاية المسيلة

تناولت هذه الدراسة موضوع استخدام التكنولوجيات الحديثة في إدارة البطولات والمنافسات الرياضية، أين أجرينا دراستنا الميدانية على مستوى الرابطات الرياضية بولاية المسيلة وهذا تفعيلا لدور جامعة - محمد بوضياف - في التأثير على محيطها الاقتصادي والاجتماعي، هادفين إلى معرفة ما إذا كانت الرابطات الرياضية بولاية المسيلة تعتمد على التكنولوجيا الحديثة لدى إدارتها للبطولات والمنافسات الرياضية التي تنظمها وكذا التعرف على الرؤية الإستراتيجية للدولة الجزائرية ونظرتها المستقبلية لمدخل التكنولوجيا الحديثة في المجال الرياضي بالإضافة إلى اكتساب معرفة حول ما إذا كانت إدارة البطولات والمنافسات الرياضية بولاية المسيلة تستجيب لمتطلبات استخدام التكنولوجيات الحديثة وهل هناك تطبيق للتقنيات التكنولوجية الحديثة لدى إدارتها وتنظيمها.
نظرا لطبيعة الموضوع الذي تناولناه في دراستنا وكذا طريقة صياغة الإشكالية وقصد تحليل البيانات ودراسة الإشكالية التي طرحت، استخدمنا المنهج الوصفي بأسلوب المسح التحليلي على عينة غير عشوائية قصدية قدرها 18 رئيسا للرابطات الرياضية لولاية المسيلة وللإجابة عن أسئلة الدراسة قمنا بتصميم استمارة استبيان مخصصة لهذا الغرض احتوت على ثلاث محاور كل محور يضم 17 عبارة.
باستخدام الأساليب الإحصائية الملائمة لطبيعة إشكالية دراستنا كاختبار كاي تربيع (كا2) أثبتنا أن التكنولوجيات الحديثة تستخدم في إدارة البطولات والمنافسات الرياضية بولاية المسيلة بالإضافة إلى جملة من النتائج كالرؤية الاستراتيجية للدولة الجزائرية في المجال الرياضي تشجع على استخدام التكنولوجيات الحديثة في إدارة البطولات والمنافسات الرياضية و أن النصوص التشريعية والتنظيمية الجزائرية تستجيب لكافة متطلبات إدارة البطولات والمنافسات الرياضية مع حصر تنظيمها في الاتحاديات الرياضية والتي بدورها تفوض هذه المهام للرابطات الرياضية الولائية بالإضافة إلى غياب تقنية الدفع الإلكتروني مما يحد من فعالية تحصيل الرابطات الرياضية لولاية المسيلة للعوائد المالية الناجمة حصول الجمهور الرياضي على خدمات البطولات والمنافسات التي تديرها.
لنخلص في الأخير بتقديم بعض الاقتراحات نرى من وجهة نظرنا أنها تساهم في تحسين عملية استخدام التكنولوجيات الحديثة من طرف الرابطات الرياضية لولاية المسيلة كالحث على تطبيق المرسوم التنفيذي رقم 22-310 الصادر بتاريخ 12/09/2022 والمعدل والمتمم للمرسوم التنفيذي 16-153 الذي يحدد الأحكام القانونية الأساسية المتعلقة بالمسيرين الرياضيين المتطوعين المنتخبين دون أي استثناءات و ضرورة وضع مخطط عمل وبشكل عاجل يستهدف تغيير مقرات الرابطات الرياضية لولاية المسيلة فباستثناء مقر رابطة كرة القدم، باقي المقرات لا تستجيب لأدنى شروط العمل الإداري ذو الجودة والفعالية لاسيما ما يتعلق منه بتطبيق واستخدام التكنولوجيات الحديثة المستخدمة في إدارة البطولات والمنافسات الرياضية.
المعارضة البرلمانية وآلية الاستجواب Parliamentary opposition and interrogation mechanism

لقد كرس المؤسس الدستوري الجزائري آليات رقابية على أعمال الحكومة بهدف تطوير وإنجاح العمل البرلماني، ومن بين هذه الآليات الرقابية الاستجواب البرلماني، هذه الوسيلة التي نص عليها في جل الدساتير الجزائرية غير أنه في التعديل الدستوري لسنة 2020 منح لهذه الآلية قيمة قانونية وأصبحت من الآليات المرتبة للمسؤولية السياسية للحكومة، ليتحول الاستجواب البرلماني الى أداة فعالة في يد البرلمان عامة وفي يد المعارضة البرلمانية خاصة، إذا أحسنت التعامل معها واستغلالها، على اعتبار أن الدستور منـــح حقوق للمعارضة البرلمانية لأداء مهامها بالموازاة مع نواب الأغلبية، حيث أصبحت تتمتع بحقوق تمكنها من المشاركة الفعلية في الأشغال البرلمانية ومراقبة عمل الحكومة، غير أنه يمكن أن تفقد فعاليتها وقيمتها القانونية نتيجة للشروط التي يفرضها المشرع على كيفية ممارستها وتطبيقها، خاصة في ظل وجود أغلبية برلمانية مساندة للحكومة، مما يؤدي الى إضعاف المعارضة البرلمانية في أداء مهامها على أكمل وجه.
